WaNess is a Fusion Clone of Wario and Ness, inheriting the sexiness of Wario, all of Ness's clothes, and most importantly, Wario's bike! He became a judge for some unnamed court and always gives the verdict to whoever gives him garlic steak first. Except only Mi-Mi knows his favorite food is garlic steak, so that's kind of pointless. Another thing about his rulings is that the more evil/good you are, the more likely he'll side with you because he's both, and being neutral is neither of those.
Inside a Parallel UnUniverse there's a game called Dead WaNess, however this game does not actually feature WaNess, it features that "himself not to be confused with" WaNess.
