UNDER -9000 is a power for N00bs only and as the name suggests, is the complete opposite of OVER 9000. It makes a guy extremely weak and DIE easily, because guys with this power level obviously suck. It's also been used an curse that heroes put on villains to make them never win.
UNDER -9000 was invented some time after OVER 9000. While it had been theorized to exist before even OVER 9000, it took until Vegeta was wa-cloned into WaVegeta to first make UNDER -9000. After that point it became a feared number by mathematicians, because mathematicians know numbers better than anybody the destructive power of UNDER -9000. Of course nobody cared because it was math, until the 2009 financial crisis when GDPs across the UnWorld sunk to UNDER -9000. Then people started caring.
Currently, UNDER -9000 is dormant, waiting for something to happen.
