Tsumugi Shirogane was an evil naga (a kind of ssinisster ssssnake persssson) who organized her own Danganronpa shame in North Brazil as the successor to Junko Enoshima. In fact, sssssshe is from Southeast Hyrule, and served an evil corporation known as Chipotle, who were the ones truly running the shame. A massssster of disssssguise, she HATED Kaede Akamatsu with a firey, bloody passion. Her main goal was to get her audience hyped up for the killing shames, and make sure Kaede was out of the picture. She blew this, and Chipotle decided to rip her apart, under the guidance of Monokuma. After she died, they said "what a lousy mastermind she was."
Due to being dead, she has gone to the ninth circle of Hell, where she now resides due to her deceptive behavior and her UnRank of -200. She's not too far from Teletubby Land.
She is also the sister of Naoto Shirogane, and Sayaka Maizono doesn't really like her given that they sound alike for some reason not to mention the same hair color.
