A fat Tonky-Wonky.
Tonky Wonky is a telotub and a rival to Tinky Winky of the Teletubbies. He is smarter than him (which isn't saying much) he is inbetween the intelligence of Laa-Laa and Po.
He is a mechanic, even though Dipsy is in the Teletubbies, while Doopsee is full of wisdom. Unlike Doopsee and Mo, him and Yaa-Yaa aren't as dangerous. Tonky Wonky hasn't defeated any Teletubbies but he one day hopes to build a machine that kills them all. He is also a mad scientist and throws chemicals at his enemies. His disguise name is Wonky Tonky, which Wonky Donkey disapproves of as a name since it's so close to his.
As Telotub Land is a scrapyard, Tonky Wonky always has access to materials he can use to build his next weird weapon. Unfortunately, since his head can fall off (like most other Telotubs), it is not all that uncommon for him to accidentally do something bad thing by accident and blow up his whole contraption. Tonky Wonky also tries to dispense advice, but since he is too unenlightened in that particular field, his advice often is along the lines of, "When you avoid jaywalking, always make sure to rant and rave about your good deed, in the middle of the street, of course."
