Shockwave is a Decepticon who works for Megatron/Galvatron. He is also the dictator of Croatia.
Shockwave is a Transformer, just like Megatron/Galvatron and Soundwave. He was a laser gun at first, but he later transforms into a boat. He was a jet when on Cybertron.
Shockwave is also a mad scientist, and he accuses people for their logic. Shockwave is brutal enough where he'll cut your face off. He is also obsessed with logic.
Shockwave also lives up to his name, he creates shockwaves EVERYWHERE. Sure, he does have a what-appears-to-be-a small peashooter, but it's more powerful than you think, after he shoots somebody one point blank, a shockwave occurs.
Shockwave also uses 4chan, posting hate photos of Optimus Prime as well as making fun of both Abomasnow and Tsareena and saying their cruel daughter, Lilligant, is superior than both of her actually kind parents. Shockwave is a killer, no ifs ands or buts about it, he even threatened to destroy Thomas, his friends, and their residence itself. (Hela took care if it though) He also went ahead and destroying some Autobots. He killed Wheeljack and Trailbreaker in fact.
He is also friends with Brainiac, whom some say he sounds similar to. He also may have something to do with someone named Sark.
