Rugal Bernstein, also known as CEO of GENOCIDE CUTTAH, is a notorious criminal who turns fighters into living trophies. He is Topham's old business partner and rival. Most people know him as the main villain of The King of Fighters '95 because of the crime he committed involving hijacking the tournament during the finals, and fighting Char Aznable and the rest of the heroes' team. That was before he exploded due to too much Orocheese power.

Feared by the United States of UnAmerica and other governments, Rugal was an influential arms dealer who operated in his Teletubby Zeppelin, the "Black Noah". He would be known by most for defeating fighters and giving them a Carbonite bath, then using the sealed fighters as statues in his Zeppelin trophy room.
He used to work with his BROTHER when he was 25, but they got into frequent arguments about whether Spametti should be allowed on this wiki or not, and in the end he disowned his own B R O T H E R. The fucking stupid priest Gaynitz showed up to take his eye as a trophy, but instead gave him a small amount of Orocheese power to see if he was worthy as a host for the god. After the incident, he forced Dr. Van Nostrand to make him a bionic eye or else he would Genocide Cuttahed and DIE him. Nostrand gave him the eye. He went to Bruzil immediately after to do a little trolling, which involved killing Heidern's wife and child, before taking Heidern's right eye.
Rugal then bought a panther and named it Rodem before having 2 children with an an unnamed woman: a son (Adelheid), as well as a daughter (Rose).
While watching TV, he saw the live broadcast of The King of Fighters '94 and thought to himself, "I should take it over." While thinking about that, he would see Topham, a person Rugal hated with all of his heart because of the stuff he did to his business, plus ruining the Spametti Machine, so he decided that his new plan was to hijack the next tournament in 2025. However, he was given something by Goenitz: 2 secretaries Vice and Mature. He then would plan his attack, hijacking and delivering the biggest middle finger to the Top Hat Mafia, since Iwasaki was fatally stabbed by Edge.
Rugal then kidnapped Foodini and Balan, and proceeded to brainwash them by subjecting Balan to his own form of Horror Shows, which were actually just torture by OVER 9000 GENOCIDE CUTTAH'S whilst Foodini was brainwashed by Vice. Finally, it was time to hijack the tournament; Rugal was however a few months early, so he decided to do something better: train his GENOCIDE CUTTAH powers to be spametti'd spammed 9000 times. He did that by killing every character from Skibidi Toilet by just spamming that move, but lost his arm in the process of the genocide, but it was replaced by cybernetics because of another threat to Genocide Cuttah, Nostrand. Finally (for real this time) it was time to hijack the tournament.
Rugal flew his Black Noah into the stadium and drop-kicked Topham into the concrete before declaring himself as the new host to the tournament, and getting his secretaries to send invitations to everyone.
During the events of The King of Fighters '95, Rugal kidnapped Team Hero and Team Juno Is Todohlly Nat Eiji. He fought the hero team on the Black Noah. After being beaten by Char Aznable, he powered up to his strong form OMEGA RUGAL by consuming a small amount of Spametti. But despite powering up, he was defeated yet again and tried to harness more power. But what he didn't realize is that only HackAShoe members with [redacted] can use more of Orocheese power. As such, Omega Rugal Asploded, causing the destruction of the Black Noah. After his death, the self-destruction sequence was activated because of lotsa damagetti, and his zeppelin was destroyed, truly ending The King of Fighters '95.
Years after the destruction and DIE of Rugal, a dumbass named Gremmie accidentally revived everyone with Orocheese blood, which in term revived Rugal. Now he's at it again with his powerful Genocide Cuttah spam, and nobody has stopped him yet. He is planning on getting his revenge against Char Aznable and Topham.
