Mrs. Nesbitt is some toy who lives in the Ville of Nesbitia, and looks a lot like Buzz Lightyear for some reason. She was beaten up by Woody 27 times in under 9000 days, and appeared in Toy Story - the only movie she would ever appear in. Happycat made Mrs. Nesbitt his minion because they mistook them for Buzz...weird. Of course, Mrs. Nesbitt is the wife of Mr. Nesbitt, but you already knew that.
