"For I've been rather... naughty"
"Freaky" Fred is a mentally disturbed, mentally insane barber from The Middle of Nowhere who has a bizarre fascination with cutting people's hair to the point of baldness. He did it to a hamster, his girlfriend, and some guy with a really long beard who walked into his shop one day, unaware of Fred's compulsions. After that, he was taken to an asylum by Fred Bonaparte (a non-freak at the time) and stayed there for a few years. He was briefly employed by Judge Holden as his intern on Round Star, but that fell through quite quickly when he attempted to slit his throat with a pair of scissors, angered by his murderous nature (for context, Holden killed a bird with a stone).
Promptly, Fred was fired by Holden and sent back to the UnWorld, where he'd rekindle his hairdressing career, this time as an unlicensed, back-alley barber. He changes location frequently, but he always lets his loyal customers know when he makes a move. Many of them describe Fred as socially awkward, but all in all pretty nice to them. He's yet to trim someone bald again, and that's because of the therapy he's getting from the Psychonauts (specifically Shirley The Medium).
