He was created in a lab to test a serum but they thought it was a fail so they tried to feed it to a wolf but they didn't know they were feeding the wolf to Cuddles. Cuddles ate the wolf and broke out of the lab and ate lots of people died by him eating them but then he was shot and they made Cuddles 2 which is still on the run.
