These are characters who are almost powerful enough to be a member of the Undefeatables, but they are still so very powerful that very few people are able to defeat them and they have very few weaknesses, if any. These people are just shy of an Undefeatable's power or have been exiled from the council. or better yet are waiting to be confirmed as an undefeatable by the admins
